Public Private Partnership (PPP) Center of the Philippines for Bases Conversion Development Authority (BCDA) – for Clark International Airport (CIA), the Philippines
Back in 2017 Clark International Airport (CIA), located 100km north of Manila in Philippines, had one passenger terminal building (PTB) with a capacity of 4 million passengers per annum accommodating both domestic and international flights. To accommodate growing demand, the airport embarked on an expansion program to achieve an initial capacity of 8 million passengers per annum with one runway system through the construction of a new 116,000 sqm PTB. The Clark Airport Expansion Project was a PPP project under the country’s ‘Build Build Build’ program.
Under the PPP program, an Independent Consultant for the Clark Airport Expansion Project was procured to provide an independent review, monitoring, approval, and reporting of activities related to the Engineering, Procurement and Construction (EPC) activities.
Role of Egis
Egis, with its partner DCCD Engineering, were appointed as independent consultant for the EPC activities at Clark Airport through a three-year contract. Our team provided an independent review of initial plans and designs, monitoring, approval, and reporting of activities related to the construction, testing and commissioning of the new terminal.
Securing an independent consultant is a best practice for PPP projects. An independent consultant assures and monitors that the construction activities of a PPP project conform to the agreed Minimum Performance Specification and Standard (MPSS) and also issues a certificate of compliance to the designs carried out by the EPC Contractor.
For this project we completed the following activities:
- Reviewed, certified and monitored the Vertical and Horizontal Works, the Mechanical, Electrical and Plumbing (MEP) and special airport systems and equipment installation, from detailed design to construction phase through testing and commissioning in terms of:
- Design (Tender, Preliminary and Detailed Design);
- Project Execution Plan;
- Time for Completion;
- Environmental Requirements;
- Commissioning and Acceptance Plan;
- As-built Documents; and
- Operation and Maintenance (O&M) Manual
- Inspected all tests and commissioning required during construction and reported on the result;
- Submitted all required reports, certifications and notices;
- Performed all necessary tasks in relation to contract variations and adjustments, defects, claims and disputes, leading to the successful handover of the project.
On January 22nd 2021, the new 116,000 sqm terminal was handed to the Philippine government. It was completed in under two years. The Operation and Maintenance contract was awarded to Luzon International Premier Airport Development (LIPAD) Corporation to fit-out prior to opening and full operations within the year. The construction work is the first phase of the airport’s expansion, which will increase passenger capacity from the current four million to 12.2 million per year.
BCDA Senior Vice President for Conversion and Development Joshua Bingcang said that the completion of the airport terminal reiterates BCDA’s commitment in making Clark the next premier economic hub in Asia. “The construction of the Clark International Airport New Terminal Building was done in record time. We are very excited for the facility to finally operate this year, as it will not only decongest the Ninoy Aquino International Airport in Metro Manila and enhance the passenger experience for the Filipino people but will also boost economic growth here in Clark and of the whole region.”
