Clayton J. Lloyd International Airport (CJLIA), a small international airport located on the island of Anguilla, a British Overseas Territory in the Caribbean.


In September 2017 Hurricane Irma destroyed the airport’s Non-Directional Beacon (NDB) supporting the airport’s only instrument approach procedure critical for operations during poor visibility and at night. Given the economic impact on the airport of being reduced to fair weather day-time operations-only, the introduction of new GNSS Instrument Approach Procedures (IAPs) was proposed, allowing the restoration of all-weather and night time operations again.

We were appointed by the Anguilla Air and Sea Ports Authority to develop and prepare the exposition needed to facilitate the approval for publication of new GNSS IAPs in accordance with the Overseas Territories Aviation Regulations (OTARs).

Role of Egis

Our experts worked with the airport during March, April and May 2018 to support CJLIA with compiling the data and preparing the analysis needed to be able to publish new GNSS IAPs. This included on-site facilitation with all stakeholders in agreement with the management of CJLIA to enable the development of the safety case and associated exposition. Airspace restructuring is a complex process requiring detailed operational and safety knowledge spanning air traffic control, airspace planning and flight operations. Given the urgent requirement to assist with the ongoing humanitarian relief effort, the Egis team was able to respond flexibly to support CJLIA on the ground and provide additional resource to the aerodrome management overloaded with addressing the wide range of activities needed to restore full operations following Irma.

As part of the work, a hazard workshop was held at CJLIA which was facilitated by us and attended by several pilots familiar with the aerodrome, controllers, CNS specialists and safety specialists. The workshop reviewed the entire operational procedure, identified hazards by phase of flight and causes of hazards both existing and new. Our team then analysed the data, prepared safety cases and the Instrument Flight Procedure (IFP) expositions so that CJLIA management were able to present to the regulator a well-documented argument with proportionate mitigations addressing the hazards.


On 17 September 2018 CJLIA received regulatory approval for operational use of the GNSS IAPs to commence, thereby restoring the ability to conduct all-weather and night-time operations at the airport. We were part of the team that made this achievement possible, providing the safety arguments and compiling the exposition needed for CJLIA to publish the new GNSS IAPs.

The GNSS IAP allows CJLIA to provide better service to its customers, reduce operational costs and improve business resilience during natural disasters such as hurricanes since there are little physical infrastructure requirements and improved safety.
